FINKENSTEIN MANOR

Finkenstein Manor borders the northern boundary of the Finkenstein Estate. It provides an upmarket, carefree living experience for discerning senior citizens in a secure environment. The exclusive village community offers the peace and tranquillity of village living along with the convenience of having easy access to all the amenities offered at the development and Windhoek, Namibia's capital city.

The development offers a meaningful and enriched environment that provides for the needs of all residents - from the healthy person who needs no care or assistance to the frail person who needs special care. The most prominent benefit is that its elderly residents will avoid the trauma of relocation when the day comes that their care and housing requirements change.

There will be 260 private full-title and almost 40 sectional-title units. There will be ample opportunities for interaction between residents at the Service, Medical and Recreation Area. A choice of well-designed units ranges from three-bedroom, double-garage full title homes - to sectional title one and two-bedroom apartments with single garages. For a couple, at least one must be 50 years old or older in the case of a full title home, or 60 years old and older in the case of the sectional title apartments. Children and pets will only be allowed with the specific approval of the Home Owners Association. Ownership is, however, not age-restricted.

The land east of the existing Finkenstein Estate access road and bordering Finkenstein Manor, developed using the green village concept, aims to provide opportunities for business areas. They include shops and offices, a site for workshops and a memorial wall. The site has secure garages and carports needed by residents of the Manor or Village.

A combination of security walls and palisades with electric fencing ensures maximum security. Trained guards will be on duty at the entrance gates at all times. All visitors entering will be cleared by security. Regular patrols secure the perimeter.

Energy conservation is a priority at the Manor; all full title houses must have the latest technology in energy-saving solar geysers. Sectional titles will have this as an optional extra.

After signing the contract to purchase an erf, the purchaser will select a house/ apartment type to be constructed on the property, agree to a price and sign the contract for the construction of the house/apartment, with a building contractor nominated by the developer.

A Home Owners Association elected by all property owners will govern the Manor. A Body Corporate dealing with functions imposed on it by law will manage the sectional titles.

Full-title properties' levies are dependent on the erf size. Sectional title properties' levies follow the participation quotas as certified.

For reasonable levies and frail-care costs, a 5% contribution goes towards a reserve fund, charged on the resale of every residential unit.

LIFESTYLE CENTRE AND RECREATIONAL AREA

A lifestyle centre that will house the following facilities: A coffee house that can accommodate 50 people, gymnasium, aerobics hall, heated swimming pool, post office with mailboxes (to be confirmed), library, hairdresser and beauty parlour, arts & crafts centre, ablutions & cloakrooms, laundrette, will be developed on the land east of the existing access road.

The developer will create a fund for donation to the Home Owners Association of the Manor and Village. It should be sufficient to construct sports facilities included in the master plan. These include two tennis courts, a bowls court with six lanes and a jukskei court with four lanes. The master plan will provide for other sports facilities like squash courts. Note: subject to approval by relevant authorities.

CONTRACTS AND PURCHASE PRICES

In the case of full title erven, the purchaser will sign a contract for the purchase with the developer. Then the property is transferred to the purchaser. In most cases, no transfer cost will be payable as erf prices are below the minimum determined by the law. Only the transferring attorney's fees will be payable. Immediately after signing the contract to purchase the erf, the purchaser will have to select a dwelling to be constructed on the property and sign a building contract for its construction with a building contractor nominated by the developer at a price determined by the owner. The building prices will be adjusted using the Haylett Contract Price Adjustment formulae standardly used in the Namibian building industry. In the case of sectional title units, transfer costs will be payable on the contract price. Construction will commence when 100% of the apartments in a specific phase sell out. The transfer takes place as soon as the sectional title plan is registered. All prices include commission.

HEALTH AND FRAIL CARE

While home-based health and frail care will be the preferred solution, statistics show that up to 5% of the residents may require the facilities of a Frail Care Centre. Elderly people who require special care may make out about 30% of the people needing the facility, while the balance of the "patients" has dementia-related needs. As such, a 20-bed Frail Care Centre is on the cards. The master plan will provide for the extension of this facility to 40 beds in future should the need arise. Also included is a 20-bed medical aid-approved mid-care/step-down facility in the same building as the Frail Care Centre. This facility provides care to the residents and general public after operations and other setbacks. High bed occupancy figures in this facility are crucial as part of its profits will be available to subside the Frail Care Facility. This facility can also be extended to 40 beds by the owners should the need arise. Note: subject to approval by relevant authorities.

FINKENSTEIN MANOR MASTERPLAN

The 260 residential erven are developing in three phases. The street boundary and front garden of all erven will remain open.

Only a predetermined portion of each erf can have a 1.2 meters high wall for a private garden and a kitchen yard 2.1 meters high. The rest must remain open.

The 40 sectional title properties are on erf three. The construction of a phase will commence once all units sell in that phase.
